Özet
Bu makalede 1940-1946 yılları arasında ülkemizin birçok yerinde eğitim faaliyetini
sürdürmüş olan Köy Enstitüleri ve bu projenin oluşturulması ve uygulanması aşamalarında
önemli rol oynayan dönemin Milli Eğitim Bakanı Hasan Ali Yücel’in bu projedeki rolü ve
Enstitülere bakış açısı incelenmiştir. Ayrıca, köy kalkınmasını amaçlayan Köy Enstitülerinin
Türk eğitim sistemindeki farklı yeri ortaya konulmaktadır. Meclis’te Köy Enstitüleri Kanunun
görüşülmesi sırasında yapılan tartışma ve eleştiriler ile Yücel’in bu eleştiriler karşısında
takındığı takdire değer tutum da makalede vurgulanan önemli noktalardandır.

Abstract
In this article, Village Institutes that mainted education activity in many region of our
country between 1940-1946’s and in this project his important role and his point of view to
Institutes, the Minister of National Education Hasan Ali Yücel who has important role the
creation and implementation phase of this project has explained. In addition, in the Turkish
education system different role of the Village Institutes that aimed village development of
has been put forwad. In Parliament discussion and critiques that made discussion during
negotiating Village Institutes Act and also against of these criticism Yücel’s admirable
attitude is stressed important points of this article.
